    The National Information Technology Board has invited local mobile manufacturers and assemblers to participate in an Expression of Interest for the supply of 24,000 Android smartphones. The move is part of a market survey designed to estimate budget requirements before any formal purchase begins.

    According to the notice, the initiative falls under the umbrella of the Ministry of Information Technology and Telecommunication. At this stage, officials want to assess pricing trends, product availability, and technical configurations in the local market. The authority has clarified that this is not a tender. Instead, it is an exploratory step to evaluate options.

    Key Requirements

    NITB requires 24,000 brand-new Android smartphones. All devices must carry full approval from the Pakistan Telecommunication Authority and be ready for immediate use. Each unit must include a minimum one-year official warranty, along with after-sales support available داخل Pakistan.

    Uniformity is critical. All 24,000 units must be of the same make and model. Vendors must also share indicative pricing, inclusive of taxes, with delivery in Islamabad. In addition, companies must provide complete credentials, including SECP registration, NTN, and Active Taxpayer List status.

    Delivery Timeline and Pre-Installation

    The EOI sets a strict delivery schedule. The first batch of 12,000 units must be delivered within 12 to 18 hours after the purchase order is issued. The remaining 12,000 units must arrive within six days.

    Selected vendors will also need to preinstall Government of Pakistan applications on every device before packaging. This condition ensures operational readiness upon deployment.

    SmartPhone Specifications

    The required smartphones must meet defined technical standards. Devices should run Android 12 or higher, with a minimum commitment of 2 years of security updates from the OEM. Each phone must feature an octa-core 64-bit processor clocked at 1.6 GHz or above, powered by MediaTek, Qualcomm, or an equivalent chipset.

    The minimum memory configuration includes 6 GB RAM and 128 GB internal storage. MicroSD card support is preferred. Displays must measure at least 6.5 inches with HD+ resolution of 720 x 1600, using IPS, PLS LCD, or better technology. Battery capacity should be 5000 mAh or higher, with at least 10W charging support.

    For cameras, the rear sensor must be 10 MP or above, while the front camera should offer at least 5 MP. Devices must support 1080p video recording at 30fps. Connectivity features include Dual SIM, VoLTE, Wi-Fi 802.11 b/g/n, Bluetooth 5.0 or higher, and GPS with A-GPS and GLONASS. Support for 4G LTE Bands 1, 3, 5, and 8 is mandatory, along with Bands 38 and 40 for TDD.

    Eligibility Criteria

    Participation is limited to locally authorized manufacturers and assemblers holding valid Mobile Device Manufacturing authorization from PTA. Companies must demonstrate production capacity, local presence, and the ability to meet warranty and support requirements.

    Interested firms must submit their EOIs by March 27, 2026, through the email or postal address provided by NITB. The board has emphasized that this exercise carries no financial obligation. Its purpose is to study market readiness and identify suitable products for possible future procurement.
